HBA-DMD S.B. 214 76(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 214 By: Duncan State, Federal, & International Relations 3/24/1999 Engrossed BACKGROUND AND PURPOSE In 1997, Reese Air Force Base closed under the federal Base Realignment and Closure Act. Legislation passed by the 75th Legislature gave the Joint Airport Zoning Board (board) a two-year extension on its land use of the base and its surrounding area. S.B. 214 authorizes the board to continue regulations adopted by the board in effect for two more years. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subsection (e), Section 241.014, Local Government Code, to authorize the joint airport zoning board (board) for an airport that is owned or operated by a defense agency of the federal government and that is closed by the federal government, to provide that zoning regulations adopted by the board remain in effect until the fourth, rather than second, anniversary of the airport closing. SECTION 2.Emergency clause. Effective date: upon passage.
