HBA-JEK S.J.R. 32 77(R) BILL ANALYSIS Office of House Bill AnalysisS.J.R. 32 By: West, Royce Urban Affairs 5/5/2001 Engrossed BACKGROUND AND PURPOSE Current law allows for the donation by local governments of used, outdated, or surplus equipment to bordering states or other local governments, but does not authorize the donation of such equipment to underdeveloped or impoverished countries. As proposed, Senate Joint Resolution 32 requires the submission to the voters of a constitutional amendment authorizing municipalities to donate outdated or surplus firefighting equipment or supplies to underdeveloped countries. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this resolution does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Joint Resolution 32 amends the Texas Constitution to authorize municipalities to donate outdated or surplus firefighting equipment, supplies, or other materials used to fight fires to underdeveloped countries. FOR ELECTION This proposed constitutional amendment shall be submitted to the voters at an election to be held November 6, 2001.
