Relating to the authority of the Parks and Wildlife Department to request the attorney general to bring suit for injunctive relief or civil penalties or both against persons violating the statutory prohibition against water pollution; designating the officials authorized to bring suit; providing that the suit be brought in the name of the State of Texas.
