Relating to implementing and clarifying certain act making provision for the operation, maintenance and improvement of the several State institutions of higher education and other institutions and agencies named therein and for other specific purposes, for the two-year period beginning September 1, 1951, and ending August 31, 1953, and relating to the sale of motor propelled vehicles; making certain exceptions to the requirements, providing a method for direct sale to employees using the State cars to be sold.
