Proposing an amendment to the Constitution of Texas to provide for an exemption of the first Five Thousand Dollars of value of all property of certain persons owning property valued for county tax purposes at Ten Thousand Dollars or less from all ad valorem taxes levied by the State or any county, city, town, school district or other political subdivision or instrumentality of the State.
