Relating to amending the Penal Code by making it a felony for any person legally confined in a jail upon accusation or conviction of a felony to attempt to escape therefrom and making any person legally confined in a jail upon accusation or conviction of a misdemeanor attempting to escape therefrom guilty of a misdemeanor.
