Proposing an amendment to the Constitution of Texas to provide that when a proposed constitutional amendment has been defeated at the polls, no amendment involving the same issue may be proposed at any of the next five succeeding biennial sessions of the Legislature except by a vote of five-sixths of all members elected to each House.
