Relating to authorizing certain cities to establish, acquire, lease as lessor or lessee, purchase, construct, improve, enlarge, equip, repair, operate and maintain permanent public improvements, to-wit: structures, parking areas or facilities for off-street parking or storage of motor vehicles or other conveyances.
