Relating to changing the composition of Firemen's and Policemen's Civil Service Commissions and setting a rate of compensation of the members, requiring commissions to maintain and make available a record of all proceedings, requiring publication of source material of promotional examinations, removing prohibition against firemen and policemen engaging in political activities, and giving employees the right to hearing and appeal in disciplinary suspensions.
