Relating to amending the Texas Insurance Code by defining "health insurance policy"; excluding coverage under workmens compensation; providing that this Act governs health and hospitalization to same extent that Board Governs rates of casualty insurance; granting the State Board of Insurance sole and exclusive power and authority to determine, fix, prescribe, and promulgate just, reasonable, and adequate maximum and minimum rates of premiums to be charged and collected by insurers writing individual health insurance policies in this State; providing the State Board of Insurance with authority to establish classifications of insureds for the purpose of determining, fixing, prescribing, and promulgating just, reasonable and adequate maximum and minimum rates of premiums for each class so established; granting insurers authority to sell health insurance for less than maximum rates; providing for Board for alter rates by setting limits and standard deviations; provided the premiums charged are uniform within classes of insureds; providing that reinsurance reserves shall be based on rates prescribed by the Board; authorizing the State Board of Insurance to prescribe all standard forms, clauses, and endorsements used in connection with health insurance policies; authorizing the State Board of Insurance to prescribe a sufficient number of forms, taking into consideration anticipated losses from various diseases and reasonable costs of hospitalization and medical treatments.
