Relating to authorizing the Board of Directors of the Galveston County Water Control and Improvement District No. 1 to refund any taxes collected from, and to forgive any unpaid taxes or penalties for unpaid taxes levied against, certain real property; providing that such repayment shall be made in a fair and uniform manner.
