To provide for coordination of the efforts of the agencies with responsibilities for the collection, maintenance and dissemination of information relating to criminal justice matters; to establish a Criminal Justice Information Commission; to provide for its membership, duties and powers; to provide for study of security and privacy matters in connection with the collection, maintenance and dissemination of information relating to criminal justice matters; to insure the accuracy of information relating to criminal justice matters; to require the establishment of policies governing access to information relating to criminal justice matters; and declaring an emergency.
