Creating a Federal Revenue Sharing Trust Fund to receive cash under the Federal State and Local Fiscal Assistance Act of 1972; to place such Trust fund under the administrative control of the Comptroller of Public Accounts of the State of Texas and to allow the comptroller to invest any excess cash in United States Government securities; to promulgate rules and regulations for the availability of cash; to provide that this fund will be charged with certain salary related costs, which charges are to be credited to the General Revenue Fund.
