Relating to workmen's compensation law; providing that pre-hearing officers shall prepare a written report to the Board on all cases not settled at pre-hearing conference; requiring all interested parties except unrepresented claimants to file formal statements of their respective positions which shall either admit, deny, or qualify each point of the pre-hearing officer's recommendations; providing the effect of matters occuring or facts developed in a pre-hearing conference in other proceedings.
