Commending and congratulating Harry E. Bovay, Jr., P.E., for his outstanding service to his community, state, and nation and especially upon the occasion of his initiation into the highest and most honored office known to the learned profession of engineering in the United States, president of the National Society of Professional Engineers; providing that a copy of this regulation be prepared for Harry E. Bovay, Jr., P.E., as a token of esteem, highest regard, and expression of tribute from the 64th Legislature of the State of Texas.
