Relating to the structure and administration of the executive branch of the state government; extending the term of life of the Joint Advisory Committee on Government Operations; providing for its membership, office terms, organization, compensation, expenses, powers, and duties and making provisions relative thereto; requiring the development of a comprehensive plan for improving the structure and administration of the executive branch of state government; providing for the cooperation of other state agencies and departments; providing for the enlistment of loaned executives from the private sector to assist in applying standard business cost-cutting procedures to governmental actions; requiring certain reports to the legislature; providing for appropriations by the legislature and for the use of private funds; providing for the term of life of the committee.
