Changing the name of the Coastal Industrial Water Authority to the "Coastal Water Authority"; conferring on the authority the rights, powers, privileges, authority, and functions conferred by Chaps. 51 & 54, Water Code; conferring on the authority the power to lease land acquired by the authority; providing that the authority shall advertise for certain contracts; containing other provisions relating to the subject; finding and declaring compliance with the constitution, laws, rules, and procedures relative to consent to and notice, introduction, and passage of this Act.
