Remarks: This Act takes effect December 1, 1991, except Articles 9, 11, and 22 take effect immediately, excluding the repealer listed in Section 11.17(a), which takes effect September 1, 1994; Article 21 takes effect September 1, 1991; Articles 5, 12-15, 17-20, and 21A take effect October 1, 1991, excluding Section 19.01, which takes effect October 1, 1992; and Article 3 takes effect upon adoption of SJR 4, 72(1).
