Relating to authorizing the creation of public hospital districts by the Commissioners Courts; providing that any should any section, sentance, clause or part of this Act be held unconstitutional such decision shall not affect the remaining portions thereof; providing that any section, sentance, clause or part of this Act be held unconstitutional such decision shall not affect the remaining portions thereof.
