Proposing an amendment to Article 16 of the Constitution of the State of Texas, by adding a new section there to be known as Section 59; providing that the Legislature shall have the power to enact laws authorizing a division of the net proceeds arising from the operation of the prison system of this State between the State and prisoners confined in the penitentiary or their dependents; submitting proposed amendment to a vote and making an appropriation for said election.
