Amending the Relinquishment Act to constitute the owner of the soil the agent of the state for the purpose of executing geophysical permits with an option to lease or to amend a lease; providing that a mineral lease executed by an owner under the Relinquishment Act is not effective until a certified copy of the lease is furnished to the Commission of the General Land Office.
