Relating to amending a certain Statute to protect and preserve dormant deposits and inactive accounts held by depository; prohibiting the conversion or reduction of such accounts while in dormant or inactive status; requiring advertising for lost owners and reporting to the State of certain accounts of owners who cannot be located; creation of State Conservator Fund; transfer of funds liquidated depositories held by State Banking Commissioner; providing penalties.
