Relating to amending previous Statutes so as to set a maximum allowance for campaign expenditures for candidates in Primary elections, for quo warranto proceedings, and for prosecution by the Attorney General of the State of Texas in certain cases; providing a penalty; repealing all laws and parts of laws in conflict herewith to the extent of such conflict only; providing for severability clause.
