Relating to amending certain Act declaring it the duty of the owner of any building three or more stories in height, constructed, used, or intended to be used, for public purposes or any building erected by any municipal, county or State authority, wherein public assemblies are permitted or sleeping apartments are provided on any floor above the second,- to erect and fix every such building one or more fire escapes; creating and defining offenses in violation of this Act; prescribing the punishment therefor.
