Relating to validating all issues of funding and refunding notes, bonds, warrants, time warrants, and treasury warrants heretofore issued or authorized to be issued and attempted to be issued by any and all cities in the State operating under charters adopted or amended under the provisions of Article XI, Section 5, of the Constitution of Texas, having a population in excess of one hundred thousand, according to the last preceding United States Census, issued and attempted to be issued under authority of House Bill No. 312, of the Forty-second Legislature.
