SB 371, 64th R.S.
To amend Chapter 166, Acts of the 63rd Legislature, Regular Session, 1973 (Article 1435a, Vernon's Texas Civil Statutes), by adding a new section so as to authorize certain public entities to create a joint powers agency as a political subdivision of the state (without taxing power) to accomplish the purposes of Chapter 166; providing procedures for creation of such agency and for re-creation by addition or deletion, or both, of a public entity; prescribing and limiting the powers of the agency and its governing body; making certain other laws applicable to the agency and providing that this Act shall prevail over conflicting laws or charter provisions; preserving certain powers of regulation in the state and making certain pledges by the state; providing a severability clause.
