Authorizing the State of Texas to pay actual damages adjudged in certain actions against officers, employees, or members of the Texas Department of Mental Health and Mental Retardation, Texas Department of Corrections, State Military Forces, Texas Youth Council, State Department of Health, State Commission for the Blind, Texas Rehabilitation Commission, Department of Public Safety, and certain employees of state-supported institutions of higher education, or against the estate of such an officer, employee, or member; defining the liabilities covered in this act; providing for defense by the attorney general.
