Relating to the creation, jurisdiction, administration, and procedures of the Probate Court Number 3 of Dallas County; giving the court primary responsibility for mental illness proceedings; providing for transfer of cases from the County Court of Dallas and Dallas probate courts; providing terms of the newly created court; providing for the appointment or election of the judge, his qualifications, powers, terms of office, and compensation; providing for officers and personnel and making other necessary provisions for said court.
