Relating to providing for the abolition of drainage districts, heretofore organized, or that may be organized, under the general laws of the State of Texas, and providing a method for the creation of a trustee and treasurer to take charge of the property and effects of said abolished district and for the collecting of claims or debts against such districts, and winding up the affairs thereof.
