To authorize municipalities to implement community development programs with federal funds; defining terms; authorizing cities to acquire land for resale when necessary in community development; requiring correction of slum and blighted conditions prior to sale or as a conditions of sale; requiring deed restrictions consistent with defined community development programs; requiring adherence with laws governing municipal indebtedness; authorizing loans and grants of federal money for certain purposes and in certain circumstances; authorizing use of local funds for administrative purposes; providing severability.
